Windows 7: All video/audio out of sync

All video/audio out of sync

Hi
(Windows 7 Home Premium 32bit)
With any video format I play, the audio and video are out of sync.
It affects DVDs played in a variety of applications. It's the same with either MOV, MPG, AVI, MP4, WMV etc files played in WMP, VLC, DIVX player, Media Player Classic etc. It also affects Adobe Premier Elements - you name it - it's always out of sync.
Video card (ATI Radeon HD 4770) has the latest drivers. External Sound Card (Creative X-fi) is up to date.
Could it be a codec problem? How would I find out?

There are so many things it can be (sorry)

Codecs--remove them all. VLC will handle most formats.

Memory, system specs, clean install or upgrade.

Need some info

What info is required?
Codecs haven't changed since before problem.
System specs haven't changed since before problem.
No driver updates since before problem.
Recent installs: Office 2010
Clean install is surely way over the top.

zigzag was asking if your install was an upgrade or clean install,and asking what your system specs are as we post ours because that can be relevant to the problem at times ,click on the systems specs arrow in the left corner of your posts and update them for our information ,alternatively open the user cp tab at top of page and do it that way.

What happened when you tried with VLC? This would be interesting because VLC comes with it's own codecs.

Apologies. System spec now updated
Clean install which worked fine until recently

VLC exhibited the same problems as all other video players - sounds lags behind video

I can hardly believe this but the problem is now fixed.
I went to 'preferences' in VLC and to the Video section. In the Directx section I changed the display device from 'Default' to '\\.\DISPLAY 1' and Voila! The sync problems are now cured in VLC and other applications.
This is most strange. Those settings had never been changed before - just left as they came.
And how could this affect other applications?
Computers: Arghhhh!!!
Thanks for your help and time folks and I've no idea what I've learned from this but Hey! It worked.
