    I tried messing with Gimp but found it very complicated - not intuitive at all.
    Settled with Zoner

    I install it but it can't rotate text in 45 degree, so if you know how do i do it?

    Paint.NET is not an online application, it just has an unfortunate name that makes it appear to be a cloud based application.

    Here is the webpage,

    It's a 3.5MB download. It's a standalone software application that you install directly onto your computer.
