Media player opens reduced and minimized

when i open a video file and media player opens up it opens reduced to the task bar then i click to bring it back up and its a minimized version of the player not maximized

turns out its not just the media player doing that while that does open in a min player and on the taskbar other thigns are opening right to the taskbar like in utorrent im i double click a torrent which bring up the containing fodler but the folder isnt opened on top its opened reduced to the taskbar just like media player

anyone?..i see that the media player opening in a mini versions seems to be common but to me the bigger annoyance is that and certain other things are opening right to the taskbar instead of opening normal window it opens reduced right to the taskbar
