The program with the editing options is called Windows Live Photo Gallery. It's pretty nice. As was said above, it's one of several Windows Live programs which is available as a free download. You can set it to be the default photo viewer if you wish.
Another free very nice and fast photo viewer with editing capabilities is
FastStone Image Viewer I highly recommend giving this one a try as well. It can also be made the default photo viewer. One thing that is really nice about Faststone is it opens photos in real full screen with no borders and you can bring up various menus just by hovering the mouse near each edge of the screen. Very slick, imo, and well worth installing.
But I use the Windows photo viewer or the Live version as my default because I like to be able to zoom simply by using the scroll wheel without having to hold down another key such as the control key which most other photo viewers seem to require.
