This drove me to drink but just before I threw the pc in the rubbish bin I picked up a solution on YouTube.
Most people trying to help us were getting the name of the culprit wrong. It is not Windows Shell Common but Windows Shell Commor. I tried everything before this fix. I tried using old backups etc. The only thing that worked was: FileTypesMan. This bobby dazzler lets you REALLY change the default application...none of this greyed out save crap. The original YouTube post is: (https://www.youtube.com/watch?v=1IuXbXrYpvo). I quite happily gave him a thumbs up!
