It is possible to recover them, where they were located is actually the largest determining factor.
There are some handy undelete tools a free one I've used with varying success is.

If they are on a partition with System Protection turned on you may be able to recover them using "Previous Versions".

Right click on a folder with missing pictures and select properties. In the properties dialogue select the Previous Versions tab and allow it to populate. You then have the opportunity to either restore the whole folder to a point in time or to open the version and copy back individual files.

In addition you may have not deleted it from Recycle Bin, check there to see if you have the possibility of restoring it. If not follow kado's or Maguscreed's suggestions.

The most important thing when trying to recover any deleted file is to limit your use of the hard drive. Do as little as possible on your PC until the files are recovered, as usage of the drive will overwrite some of the files, making them unrecoverable. Do not install/add anything new to your PC. If possible, run an undelete tool from your FD or CD. Follow the above suggestions and hopefully you can recover most, if not all of the files.

This is true, but if system protection is turned on then all files at the last RP will be recoverable so it is worth looking if you have previous versions before attempting a file recovery program.
