Quality of DVD very poor - faces blurred.

I am using Windows Live Movie Maker & burning to a disc in Windows DVD maker. The images in the video are sharp in the downloaded video and in the preview frame in DVD maker but once burned to the disc and played back the faces of the people are quite blurry. Have others had this issue?

I don't use windows live movie maker but it sounds like the compression rate may be too high and degrading the video making it blurry.
