Drop and drag files??

In vista I used to be able to drop and drag files to place them in a different order,for example if I opened a music file and the songs were not in the correct order I could drop and drag them into the right order however with windows 7 I find this does not work anymore I am sure it is just a setting but not sure how to change it???
