Need picture viewer that accepts a playlist

I need a picture viewer for Windows. But I have a special requirement. It must be able to accept a list of file names as a playlist, so that when the viewer opens it shows the first picture file named in the text file. (Presumably this would be run from the command line as "some-viewer.exe name-of-the-list-file".)

The user can advance to the next picture using the page-down key (or similar). When the last picture has been shown, it should cycle back to the first picture.

My current viewers (Futurix Imager and FastStone Max View) will show every file in a folder in that manner, but won't accept a list of files as a "play list".

Is there a viewer that will meet my needs?

Create a text file with full paths to image files on each line, rename it to playlist.m3u
Then open this file in VLC media player. Once in player window you can select loop settings, random order or you can even stream your slideshow to another computer!

The only problem is that image will autoplay for 10 sec. Time can be changed, but not sure about autoplay function itself. You can change it to 3 seconds and use Space key to Play/pause slide show.
