    Hi trendy,

I found these online tools interesting; should be able to help you with basic-level 'photo-editing and framing/borders'. You may want to take a look:
Fotor | Photo Editing Made Simple - Free Online Photo Editor
AdornPic - Online photo editor, funny photo effects, free edit photo frames, face in hole, photo stickers, DIY photos
Pho.to - online photo editor, fun effects and tools, free software
    Picasa

Hope you find the information useful.

And if you're willing to work a little and learn, you could use Paint.net or Gimp (both free) to edit your photos and put your own border around.
Paint.NET - Free Software for Digital Photo Editing
GIMP - The GNU Image Manipulation Program
Paint.net is the simpler of the two.
