    Webcam port is not opening

I set up webcams on my friends pc with Windows 8 and Webcamxp version 3. It has been working fine but after he had a connection problem and got tech support from Century Link the webcam port is not opening.
I set it up to port forward on 8181 where it's been for months and the internal ip address is right. The cameras are working locally and can be seen on his pc at 192.168.0.2:8181 I also have used no-ip for several years and I can't see that it would be causing a problem. It checks out as the port is closed when checking online. Any idea what is wrong?
