I think I have discovered the situation that gave rise to the ‘unspecified’ folder. In early 2010 my computer was not performing well and it was discovered by my technician that my hard drive was the culprit. The HD was replaced. I noticed that the bulk of the photos started to go in the ‘unspecified’ folder after that event. The photos that are not in the ‘unspecified’ folder but that are in ‘tagged’ folders are the photos that were edited in PS. That said how can I resolve the problem?

I'm not sure there is a problem, Bob.
It might only appear to be a problem since Libraries work differently.
Let me posit the following.
You had Vista and a lot of picures, the HD was faulty and was replaced. The technician copied what could be copied, but did not clean up the duplicates -> hence My Pictures(C)
You upgraded to Win7 and included both folders in the Pictures Library - the Unspecified category was a curiosity.
Open the Picures Library
Right click on an open area of the window
arrange by to folder
view -> large icons
sort by -> size
group by -> name
From here, you'll need to decide if there are duplicates that came from the faulty drive replacement. Play around with the sort by and group by options to see what works best for you.
You can also add a Folder Path column to the a details view to determine where the file lives...My Pictures or My Pictures(C)
Note: images from cameras don't generally get automatically tagged, so it is a manual effort. I suppose some cameras might have an option to do that - still it take some user action to create a meaningful tag.
I think that if you look closely, you'll probably find that there are images in the Unspecified category that are duplicates of tagged images - that should cut down on the work you'll have to do tagging untagged images.
Note: Vista did not have libraries, so I'm guessing you might have been using Windows Media Player, which has the precursor to Win7's libraries (similar library functionality).
You can also try removing My Pictures(C) from your Pictures Library to cut down on the number of images presented in the library.
Open Picures Library
clcik on Includes: 2 Locations at the top of the window
select My Pictures(C)
clcik on Remove
This only removes the link from the Library - your orginal folder and files remain intact.
