Cannot Tag Any Photo's on my Computer

I am in the process of scanning all my photographs, and would like to tag them. I have tried everything, but "tags" does not show up in my details view to enable me to edit or add tags. Please help. I can't find what I am doing wrong anywhere.

On the folder view, click View in the menu bar and select Choose Details. Scroll down the options and click on the check box for Tags. Scroll back to the top of the list and move the tags field up or down to locate it for the header. Click OK. This places the tag in the detail view of Windows Explorer.

To add or change the tag, right click on a file and select Properties. Click on the Details tab. Move your mouse over the area to the right of Tags and a field will appear. Click on the field and enter the tag you want to appear. Click Apply then OK.

Thank you for your prompt response, however I have tried all of your suggestions. Some setting in Windows is preventing me from adding/editing tags. See Screenshots of what I see.

I uploaded two screen shots, not sure how to put them in this message as they are on my computer. The images are .jpg.

    Hi,
See if this is how you were attempting to add tags...
Details Pane - Turn On or Off
File Details Properties - Add, Change, or Remove

Yes, I was trying to do as the tutorial said. It seems I have changed something, and I am not given the option to add tags. I have followed numerous tutorials, step by step, nothing changes.

I am using Canon LIDE200 scanner. I used "capture wiz" to upload my screenshots. I will do the clean boot also.
