HTML5 video playback in youtube is choppy and not smooth

HTML5 video playback in youtube is choppy and not smooth in my windows 7. LinuxMint and other Linux oses play those videos pretty smooth. Don't know how to solve the issue. Any ideas?

EDIT:
I face the problem with Google Chrome. Surprised to see that this problem is also prevalent with other browsers such as Vivaldi.

EDIT2:
Installed SlimJet to test the playback and its the same. Looks like something is affecting system wide.

I tried uninstalling the browser and reinstalling but couldn't get HTML5 playback to be smooth.

Another workaround is to get the HTML5 video downloaded for offline watching
