Stuttering video, streaming and local files

I apologize about the length of this post, but I want to include as much detail as possible. I posted about it on tenforums.com as well, since it's also plaguing my 10 PC, but I haven't received any answers in a week despite a lot of views. I'm not being critical of the folks there, just explaining why I'm posting this here, in case others visit both forums.

I've been getting what is best described as stuttering video on two different computers, one running 7 and the other 10. It's not an extreme effect, more like random frames are missing, and it's most noticeable on slow camera pans and zooms, or in slow and smooth FX shots.

At first I thought it was limited to streaming video, but tests and a new modem prove otherwise (our internet speeds are consistently above 200 Mbps). Besides, I found that it's happening with local video files as well, except DVDs and Blu-ray discs. These are MP4 and mpeg-2 files that played smoothly before the problem started, and others made more recently on a standalone device. Most of these files are HD 720p or 1180p, but some are SD.

The 7 PC is an older Dell running an Intel Core 2 Duo E8600, with 4gb of RAM and a separate video card with its own 1gb RAM. The OS is 7 Home Premium 64-bit. I have it set up with our main TV, which is a Hitachi plasma set. I'd blame the PC's age, but it streamed and played local files smoothly until sometime in the past few months.

Side note: My other PC is newer and is running 10 Pro 64-bit, but I still have the SSD with 7 Pro 64-bit, and video stutters on it, too.

I've been all over the web for the past week, and I've tried every tip and trick I've found. I updated video and other relevant drivers, ran diagnostic tests on the CPU and RAM (both check out), made sure startups were limited to the bare necessities (I do this anyway), deleted apps I didn't really need which may be contributing to the problem, replaced the HDMI cables, tried DVI instead, turned off hardware acceleration wherever I could find it, checked Flash and Java to make sure they're up to date, and probably a few other things that aren't coming to mind right now.

I have PlayOn software, which records from streaming video sources, and its recordings stutter too, even when played back on my Android tablet, so I'm thinking the problem isn't in the video processing. Where it might be, though, is beyond me.

Watching any videos on these computers is annoying, and the problem is frustrating enough to make me chuck Windows altogether. I know I could do a clean install of 7 or 10 or both, but that's a pain in the butt I'd rather not deal with, especially since I have no assurance that it would make any difference.
