How to change picture size from 4mb to 1 mb

Hello, my friend has a body shop (Automobile)and he sends the pictures of the damaged cars with estimate to the insurance company by e-mail.. The other day the ins company called and asked if he could change size from 4mb to 1 mb. while sending in e-mails. Not the body shops problem said the ins co. Just the pictures can't be seen correctly ???? Any plain and simple help. The body shops PC OS are Win7 and XP

Reduce Size Of Pictures In A Folder Before Uploading On Web

Many programs can do that.

Irfan View is a popular choice. See above link. It will do a batch of pix in one operation.

You can also do it using the Paint program built into Windows. Look for the "edit" or "resize" menu choices. But I think that would only be 1 picture at a time and is probably less flexible than Irfan View.
