Windows Photo Viewer Permission Problem

This is an intermittent but regularly occuring problem on my system. When i click on a photo to open it with Windows Photo Viewer i get an error saying that "Windows cannot access the specified drive, path or file". If i open the picture in a different photo viewer it opens fine. I have no idea why one photo viewing application would not have permissions to open a file and another would.

We could use more information. Where is the photo stored? What computer are you using?

This is a uncommon enough error where it could be 1000 different things wrong.

i have a bunch of pictures that are in a folder off the root of my c drive that have this problem. i have also seen it happen with pictures in folders on my desktop.(both pictures that i have copied there from an email, and pictures that i have copied off my digital camera) in some cases these folders were on the computer prior to win 7 being installed, and in others they were created afterwards.
