Hiya and welcome to the forums.

I think your problem could be with the "Colour Management" of your screen.
Click "Start" then under "search" type in color management then click "advanced" it should look like this

and this was one of the issues that "Vista" had, I don't know if it's still a problem with "Windows 7" though.

How does it show up in paint? If still the same then the problem is with the .jpg file and not windows photo gallery.

have you tried windows live photo viewer? its basically the same thing, but has more options, i appreciate it doesnt fix your issue, but it is a nice workaround - Essentials - Windows Live ignore the fact it says messenger, they are all bundled together, just uncheck everything except photo viewer if you dont wan't the rest
