Windows 7 does not have any kind of support for non-static wallpaper. It only supports static images and slideshows of static images.
Windows seven does supports non static or movie wallpaper. Not sure about swf, but mpeg and wmv, obviously !!
It is called dreamscene. DreamScene - Install in Windows 7 and Vista .
If you look at that tutorial, you will notice that it is essentially a hack. The reason there even has to be a tutorial in the first place is because Windows 7 doesn't really support it. Not to mention that I don't think DreamScene has the capability the OP wants.
If you really want good, high-quality, dynamic animated wallpaper, I suggest you get the free trial of this program and see how you like it: DeskScapes

Yes I do agree that it is a hack ! But it is capable to play a movie file as a wallpaper. It does what Stardock Deskspace does, but at free of cost.
The basic difference with DeskSpace and Dreamscene hack is that you are not to install a paid software in case of Dreamscene. The same job is nicely done by VLC media player, too. And at free of cost.
Moreover, I do agree that none of those things can synchronize a clock , what NY33 wants .
DeskScapes does a lot more than simply play a movie though. It has many different options for dynamic application of animated wallpaper.
Yeah, I know it costs money but to some people (like me) it's well worth it, and that's why I recommended the free trial.
OP, Chameleon Clock might be something you could use. One of its features is wallpaper clocks. It is also paid software with a free trial, so really just depends on how much a wallpaper clock is worth to you.
Till the vista days I used Stardock Suite, I felt that it is a great set of apps to customize desktop. But at the windows 7 era, I think it is no more needed to me. Coz almost all of the usable apps that stardock provide can be made nicely without it.
I used Windowblinds, Iconpackager, Dreamscene, Objectbar, Objectdock , CursorFX, LogonStudio. But at present only Objectdock, coz it gives the drawer dock facility. If any day I'd be able to use drawers by any other (free) dock, I'd shift to that.
