You do realize that Windows 7 starter has many limitations.
The relevant one is highlighted below in
bold. So, sorry to say that it looks like streaming does not work with Win 7 starter.
Windows 7 Starter does not include:

* XP Mode for those that want the ability to run older Windows XP programs on Windows 7.
