What ISP Should I Go With?

Ok currently I have the dsl elite package from AT&T but it is only 6mbps, and I download quite a bit of games and betas and stuff, and right now I'm downloading a patch for the Company of Heroes Online beta and the patch is 6.55 GB and I've been downloading it all day today and yesterday without interrupting and it's still downloading it and thats kind of long time to be downloading it for 2 days now. I've heard of people downloading a 9 GB program or file in less than an hour, and I was wondering what ISP do I need and what internet plan/internet speed should I get if I want to download a 9 GB file in less than an hour? My current internet is $40 a month, so I want one that's way faster, for the same price or cheaper. I currently live in the Dallas-Fort Worth area of Texas, so I need one that is available in my area.

I live near San Antonio and also used AT&T Elite. I recently switched to Comcast because they have a fiber-optic network. They have four levels of service with the following company suggested maximum download/upload speeds:
    Performance: 12 Mbps/2 Mbps
(up to 15 Mbps/3 Mbps with PowerBoost)
    Blast!: 16 Mbps/ 2 Mbps
(up to 20 Mbps/4 Mbps with PowerBoost)
    Ultra: 22 Mbps/5 Mbps
(up to 30 Mbps/7 Mbps with PowerBoost)
    Extreme 50: 50 Mbps/10 Mbps
I went with the Ultra for just under $40. So far, I'm happy with it. Performance takes a slight hit during the day when more people seem to be online but it's still way faster than AT&T was. Have no idea if the price structure will be the same in the Dallas area.

On their website it says Comcast isn't available in my area.
