Windows 7: High ping in Win7, related with FPS

hi, i installed Windows 7 on my machine this week, and im having a curious and annoying problem...

im getting high ping in TF2, but when i limite my FPS, its go down, let me explain:
if i limit my fps to 30, i get 50 ping
if i unlimit, or set a high value, my ping goes to 150+

the most weird is, i have both XP and Windows 7 here, and in XP, i always get low ping dont matter the FPS, also, in Windows 7, i having a high "choke"


things i already tried and didnt work:
Install/Unistall Drivers
Disable IPv 7
Disable Network Descovery
Install RC 7100, Install 7127
Changed the tcpip.sys to allow more TCP connections




if someone has any ideia about how to resolve it, please help me
