Internet Ping speeds different than download speed, what gives?

I am currently using roadrunner broadband with supposed download speeds up to 15Mbs and I have tested this at Speedtest.com and confirmed this. But when I download programs; torrent, download accellerator, what have you..the fastest I am able to get up to is usually 1.5 Mbs download. I have 3 Gigs of memory, run a 2.1 Ghz triple core phenom I AMD. Is there any way to speed this up so I can get my $$ worth or should I scale back to the lowest internet plan option up to 1.5Mbs?

The rated 15mbs is the max the wire is capped at. What you get from other sites (like torrents) is determined by the number of people seeding the torrent and their max speed. You will probably never get anywhere near that speed from a torrent, even with download accel, etc. Thats just the way it is.

There is an alternate source of similar material to torrents called usenet. One usenet I have gotten as much as 100Mbs download speeds. google it

How can you get 100Mbps when you have 15Mbps? How are you measuring?
I get 17.59Mbps from usenet with 16Mbps Comcast.

I dont get 100 Mbs form comcast. I get it from Optimum online whose rated service is 100 Mbs. The other person had 15 Mb service and was getting 1.5 from a torrent site.
