Problems sharing drives through VPN tunnel (Windows firewall issue)

I've got a problem with shared drives over the network through a vpn tunnel.

Two PC's each behind a cisco router.
PC1 is at XXX.XXX.1.1
PC2 is at XXX.XXX.2.1

PC1 has the shared drive. PC2 is trying to access it. If Windows Firewall is on with default settings, I can not ping or share the drive. If Windows Firewall is off, I can. I'd rather not run with the firewall completely off, even though I have a good hardware firewall. What settings in the Windows firewall will allow this connection?

Anyone know where I can get more information on using a tunnel with Windows Firewall? I can't figure this out.
