ARP spoofing

Dear all

I have trouble to joining win 7 pro into domain, when i check with arp -a command i get that mac address for network card our domain controller was different with the actual mac address.
When i run arp -a in win xp pro i get mac address for domain server is 00-21-5e-4d-83-68
but when i in win 7 pro i get mac address for domain server is 00-15-77-cc-a4-3c
I was try to delete this with arp -d and use arp -s to make static but when this computer restart it back again.

Any one can give me suggestion
