Trouble downloading anything and everything. HELP

im a bit of a noob, but i figured asking is the best way to learn. I searched before hand but could not find any info on this.

Well, I booted up my laptop this morning and i tried to download CDburnerXP. Once the download finished, I heard a new distinct tone. I opened up my Firefox download manager, and the "open" and "open containing folder" options are both "gray"-ed out. I went into IE and downloaded the program just fine.

I figured a restart might help the situation, but it turns out that afterwards, neither Firefox, nor IE could download anything successfully. Just seemed like it would take the time to download it, but delete it just after the download was finished.

All it left me with is .part files on my desktop which disappear after a reboot.

Any help would be greatly appreciated. Thanks in advance.
