Help Please [Cannot Diagnose Connection]

So the basic problem is I have noticed that my connection has been performing at a less than favorable pace so as a result I have tried to use the diagnose feature. This used to clear up the problem and worked fine when I first purchased my computer. About a week ago I tried to do the same but instead I got an error saying...

An Error has occurred while troubleshooting:
An Unexpected error has occurred. The Troubleshooting wizard can't continue

Please help! I have tried system restores which fix the problem for a week then reverts back to this broken state.

You should try the Dell site "link below" for your XPS m1330, enter the service tag and see which drivers your systems needs to run Windows 7.

First, let's rule out corruption of system files.

PLEASE READ following and then follow procedure given:
System File Checker - SFC /SCANNOW Command

The reason for emphasizing the reading is that too many times people do not follow the procedure given there to the letter.

Be sure to keep running SFC until you get a clean bill of health.

Alright so I downloaded the new drivers and ran virus scans both not a problem. I was in the begining of the SFC command when it said...

You must be an Administrator running a console session in order to use the SFC utility.

This is from the sfc /scannow

Is this a virus? Glitch? or do I need to bypass this.

This is my computer, shared with no one so it baffles me as to why it says I am not a computer Admin.

Should I go into safe mode, conduct a virus scan and use SFC command in safe mode?

Please help!

Windows 7 Ult, Windows 8.1 Pro,

After typing cmd into the command prompt a little icon will appear with a little dos prompt, right click that prompt and choose "run as admin". After that you can run the scan.

Is this an upgrade install from Vista or XP?
