"It's working for me but you can use your command prompt for this.
Type the following commands one at a time into your command prompt, hit "enter" after each one, run as admin then restart the machine.
netsh winsock reset catalog (reset winsock entries)
netsh int ip reset reset.log hit (reset TCP/IP stack)

I had the exact problem described here -
Dependency service or group failed to start
Took the advice posted here and restored to a week-old restore point. The latest was also no good, so I used the one before that. I'm happy to report this fixed the problem and I was able to get on the internet again. This post was 200+ days old but I wanted to leave this post anyway just to confirm that restoring to a prior restore point does fix it. Thanks.
didn't work:
netsh winsock reset catalog (reset winsock entries)
netsh int ip reset reset.log hit (reset TCP/IP stack)
sfc /scannow failed (normal boot or safe mode)
DSIM failed (normal boot or safe mode)
rollback went through but did not fix issue
Uninstall of KB3022345 went though, but didn't fix sfc or dsim.
THIS WORKED:
net localgroup Administrators /add networkservice
net localgroup Administrators /add localservice
Can access network/share folders instantly. Restart for internet access.
