want to change a baud rate

but... i have no idea how, or how to find the correct port?

im also not quite sure what info you guys would need other then that im using windows 7.

i apologize for not being very computer savy, and thank anyone for thier help!

here is the instructions i was given
i need to locate the cable and be able to change the baud rate

    1. Go to
Start > Control Panel > System and
    Maintenance
    , then double click System.
    2. In the
    System Properties screen, click Device
    Manager
, then double click Ports (Com & LPT).
    3. From the Ports (Com& LPT) list, right click on

    RadioShack USB to Serial Cable
    . A drop-down
    menu appears.
    4. From the drop-down menu, click
    Properties

    >
Port Settings > Advanced. The Advanced
Settings screen appears. Change the Com
Port at the bottom left of the screen to the one

    assigned for this cable.

once i get to device manager there isnt any ports button or link??

Baud rate? Are you using a dial-up modem? Not to sound rude, but if you aren't computer savy, why are you trying to change/edit a baud rate?

    its for work

i have a meter that collects data, its set to 19200, i have installed the software and its set to 19200, my problem is the cable.
i have installed the driver, but i cant find where it is located to change the baud rate of the cable, and the instructions tell me to find it in my port page!

as of now i cant get data to transfer from my meter to my laptop, and was told if my baud rate on all 3 things do not match it will not work, which would explain my problems

if there is any additional info that is needed let me know.

im still looking for the driver for the cable. the instructions given are for vista which dosnt help me any =/
