Thanks for everyone's help. The problem has been solved.

I moved computer and plugged into ethernet and the ethernet connection didn't work anymore. I called AT&T again and they sent a service technician. A networking whiz - it took him 2 minutes to figure out the problem. It was a corrupted WINSOCK file. He believes it was caused by Kaspersky - a common culprit in his experience. Fortunately, I was 3 days from having to renew. The technician switched me to Avast antivirus - free for one year.

Well I was about to post this batch file which would have most likely fixed the problem also.

Try running this batch file which will reset winsock, reset the TCP/IP stack and release renew your IP.

Solved !!!!

Same problem.....
It's fixed now! So I would bet it should work for you...
Try this: http://support.microsoft.com/kb/903267/en-us
Apply the manual fix recommended by Microsoft (not the "Fix it" patch) by editing the registry db.
After restart everything should work perfectly.
