Windows 7: Internet Trouble

I have an MSI computer running windows 7 64 bit and the internet is running extremely slow 14-20 seconds to load google. I live in a rural area that only offers 3 meg speed (it is running much slower than the 3 meg). I have tried explorer 8, 9, google chrome, firefox and even tried explorer in safe mode they all move very slow. Ive tried hardwired which is also slow but when I do a speed test it tells me my download speed is 3 meg. Anyone have any suggestions on how to fix this annoying problem? I've also done every kind of virus scan known to man.
