DNS not responding problem, please help

Ok, so my internet will cut off and the like yellow exclamation mark triangle will pop up. I click on the red x in the network and sharing center to troubleshoot the problem and the internet connection comes back, but I can only load 1 or 2 pages and the whole thing happens again over and over. Most of the time it just says it can't find a problem, but ever 4 or 5 times it will says DNS server not responding. Is this an ISP problem? I have Microsoft security essentials running and have tried shutting off the firewall which didn't help.

This started happening a couple days ago out of the blue, help would be appreciated.

Yeah, I've tried multiple public DNS including Google. No luck.

Download Whats My Computer Doing Download What's My Computer Doing? 1.02 Free - It shows all programs that are accessing your hard disk or using the CPU - Softpedia
The What's my computer doing? application was designed to be a small tool that tells you why. It shows all programs (with details!), that are accessing your hard disk or using the CPU. Furthermore you have the option to close these programs or even uninstall them.
