    LAN Connection issue after reboot

This is an odd issues that I can't seem to resolve. After I turn on my computer or reboot; my LAN icon seems to be searching for a signal for 1-2 minutes before finding a connection. Some programs fail to launch during this time and connect and work fine once resolved. I'm still able to a web browser during the so called "searching for internet connection". I'm able pull up a web page no without a problem.

It did not use to do this, and I always had "internet access" during the windows loading process.

Here is what my LAN icon looks like:

    Things I've tried:
    Set static IP / DHCP
disabled all programs in the msconfig, and or enabled all
reset all services to windows 7 professional to default
    disabled firewall

any other suggestions / ideas before I format.

The issue is still a problem with SP1. Anyone? Any ideas?
