Issue with ie 64 bit, Windows Update and MSN

I am pretty much have the same issue as yswrox.
His thread post is here:
IE & MSN Unable to Connect

I receive the same error as he did " Internet Explorer cannot display the webpage".
Yet it's only with IE 64 bit and MSN, I can access the internet through FireFox and IE 32 bit. I can even log into MSN through the main website, but the messenger itself refuses to log in giving me the error code of 4004840a. I have tried Shadow's guide that was pinned on the main forum but even then, it did not fix my problem. I have also tried uninstalling and reinstalling, checking my firewall:avast, and also fiddling with the LAN setting and nothing has worked.

Another issue I am having is my Windows Update refuses to work. Says " Windows Update cannot currently check for updates, because the service is not running. You may need to restart your computer." Yet when I restart my computer, nothing happens. Ive also done a complete system reformat and that did not even help the problem.
