Had the same problem with a belkin wireless n usb device on the computer in my front room.

    The solution there was
control panel - power options - change plan settings - change advanced power settings - usb settings - usb selective suspend - set to disabled.

It still does the same thing when I disconnect it and I have the power settings for USB deactivated.

You may also have better luck using the windows wireless management instead of the one belkin provides.

in the options of the belkin utility it shoudl give you the option to use the window wireless configuration instead. I don't have the exact same model as you so I don't know if the application works the exact same way.
Once you allow the application to turn control back over to windows a new wireless icon will appear ont he task bar though.

My only other thought is to unplug the device use revo uninstaller to completely remove everything associated with it then reinstall from scratch.
Download Revo Uninstaller Freeware - Free and Full Download - Uninstall software, remove programs, solve uninstall problems
(the free version is fine for this)

Yeah, you've about got me at this point.
If the power isn't interrupting it and the signal strength is good there is no obvious reason for this.
    This comes to mind.
How to disable certain Internet Protocol version 6 (IPv6) components in Windows Vista, Windows 7, and Windows Server 2008
Some devices just don't like ipv6, though if that does fix this I would be surprised.
It also wouldn't hurt to try different usb ports.
