Not time to give thorough discussion but I will throw this out there in case it helps. A search of Windows 7 Ultimate registry found this
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\Tcpip\Parameters ---->ReservedPorts -----> 9000-9000 9090-9090 9092-9092 3483-3483
