Problem with thumbnail and copying over a network

we have 2 servers (one backs up the other):
both running dual xeon,
2gb,
running server 08 x86,
and all our other computers are:
windows 7 x86,
1.8ghz athlon dual,
2 GB,
160GB, and we all work on files saved, and served, on the server.

the problem we have, is that sometimes, we will try moving a folder(accessing from a workstation) from one part of the server to another (same drive), and it will not allow due to "file in use" when it isn't in use, now we have figured out, if we go to another folder, show thumbnails, then go back to the folder to move, (without opening it), it will move... anyone know why?

I'd usually work around it, but we are reorganizing the entire server, and are in the printing business, 800+ products, each on having a vector file, display and advertising pictures, install instructions, and its slowing us down to about half speed...
