Permission or access problem on a program.

My platform:
New Dell Optiplex380, just out of the box.
Windows 7 Pro, 32bit, SP1

I have a very simple program, Foo.exe, at c:\Program Files\Foo\Foo.exe. Installed by XCopy.

I installed this program and run it for months on other machines under WinXP and Windows 7 Home Premium. Then put the program on my new machine (see above), nothing but trouble with permissions.

When user "admin" tries to run foo.exe I get: "Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item."

More facts:
--User admin has administrative priv. User admin can save files to the application dir (c:\Program Files\Foo), can open and read other files in the dir.
--Owner of Foo.exe is user admin.
--User admin has Full Control permissions (although in the permissions box the checkmarks are grayed out).
--User admin has Full Control permissions on the application dir.

I searched all over but don't see why I'm getting this error message. What do I have to do to get this program to run?
