Windows 7 firewall blocks echo request on port 7 (tcp)

Hello EveryOne,

I am tring to reach a computer in the network using a java program. This program works well with following senarios:
1. XP to XP (with out firewall)
2. XP to XP (with firewall)
3. XP to Windows 7 (With out firewall)
4. ping always works (ICMP Request)

but fails XP to Windows 7 with firewall.

Env & filewall configuration:
Source Windows: Win XP
Dest Windows: Windows 7
On Windows 7 I had configured firewall in-bound rules for port 7 and ICMP.

Still I dont know which is blocking my echo on port 7?
Are there any security policies to diefine on windows 7 machine?
What is the difference between Win XP firewall to Windows 7 firewall?

My Java(1.6) code Snippet:

InetAddress inet = InetAddress.getByName(

inet.isReachable(5000); // Always returns false

I had verified the firewall log, no request reached the host. means no Allow or Drop visible on port 7 (tcp)
