Um, what "software" do you use to optimize security? Perhaps it wont let you save it for security purposes?

I think it is more than a simple regedit change. Perhaps the advance system optimizer changed a setting in group policy editor to prevent that change. I am unsure

If you have no back up you might try a repair install.

Also run a system fie check to verify and repair the OS files

Run a system file check to verify and repair your system files.
To do this type cmd in search, then right click to run as administrator, then
    SFC /SCANNOW

Read here for more information SFC /SCANNOW Command - System File Checker

Let us know the results from the report at the end.

i found a way in registry to fix this problem.

    HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\RasMan\Parameters

i changed the value key DisableSavePassword to 0
    now everything is okay.
