Unkown Program affecting Bandwith?

Alright so I installed windows 7 build 7100 and I noticed a drop in my internet speeds. It goes max 120 kb/s ~ 130 kb/s which isn't bad. But I use to top 169kb/s before in XP and in vista. This was sort of annoying so i went on a quest to find out why. Tried disabling QoS and IPv6, and it didn't improve at all. I downloaded Microsoft Network monitor and I discovered this. If you look in the picture you see the program labeled as < Unkown > and if you look at it you see a bunch of keys and ip addresses under it. 2 -3 keys and ip address is added every second so the list goes on and on. Now I don't know what this is and i have virus scanned with 3 scanners and nothing turns up. I can't trace what it is and I think its responsible for taking my 30 kb/s. So in the end I have two questions.

1) what is that program, or what is the cause of all those IP address showing up in the network monitor?
2) If what was answered in question 1 is not the cause of my lost speed, then what are the probable causes?

Nothing else is connected to my router. I have checked wires for any loose ends, or anything else messed up. And my drivers are updated. I am really lost here . Halp!
