    Hi

Can we have some more information....

I assume that you have a wireless router? If so, which one?
Does this have any security enabled?

Start, Run, CMD to open a command prompt:

    Type the following two commands:

    nbtstat -n

    ipconfig /all

Right click in the command window and choose Select All, then hit Enter.

    Paste results here

    Hi

I'm not aware that a PC can act as a wireless hub for connection to another device - which is why your network connection setup is failing. You would either need to connect via Bluetooth, or a wireless router to connect your phone to your PC - or via a USB cable.

This is the purpose of internet connection sharing it allows a PC with a wired connection to the internet modem to broadcast wireless to other PC's - in fact to act as a wireless router.

Turn Your Windows 7 PC Into a Wireless Hotspot

I am not sure but this may not be available in the starter version of windows 7
