When I open "Wondering IPs" to find out what the
process is the only information I get is "State: Time Wait"
"Process Name: System Process" also the IP locations
of some of some of these are in some weird places around
the world and when I use "whois" I have no idea who or
what these people or companies are.

Where you connected to the internet and browsing the web?
If you do not know what you are doing, anything I offer will just make your head spin.

Do you use Google Tool Bar?
    Do you use QuickBooks?
    Do you use HP printers?
    Do you use Adobe Software?
    Do you use Gadgets?

These and many more "phone home" quite often and some even upload data from your PC. You'd be surprised at all the info leaving your PC. Some valid, some not.

LOL... I went and looked at the Wandering-IPS site. Did you happen to read the minimum requirements? Especially the last bullet?

You can install a third party firewall that will ask you for permission for any outgoing data.

You can install a third party firewall that will ask you for permission for any outgoing data.
Or you can set the option in Windows Firewall--Add or Remove programs to/from the firewall port. Keep in mind that some programs will fail if you disable it's ability to access the internet.
