windows built in wireless connection utility problems

I'm having a problem with connecting to wireless networks. If I add the network settings manually I can connect by disabling my adapter and re enabling it. If I click on the icon in the system tray and try to connect to any network the popup goes away but nothing happens. Its really annoying because I cant tether to my phone since it connects via a dial up connection. Is there a way to reinstall the utility or does anyone know which files are used by the utility? I've had a problem with corrupt files on hard drive and have fixed other issues through replacing them with originals.

edit..
I'm running windows 7 home premium 64, my wifi card is an intel wifilink 5300

My System SpecsSystem Spec
