Cannot access shares on same computer through network folder

I cannot access my shares on the same computer that's sharing the folder. I know it's mostly not necessary to do that, but it interferes with other programs. I was trying to use ADB for android to root my phone and since ADB uses networking to access an android phone it wasn't working. I uninstalled avast! and MSE switching back and forth also. Also Google Chrome and my Logitech remote software won't load their webpage. When I try to share, change who I share with or share a new folder, it takes forever. If i create a playlist e.g. "\\CPU\Music\Etta James-I'd Rather Go Blind" Mediamonkey and WMP freezes trying to access the file.
