Win 7 GPO file copy 0x80070005

I have a GPO for copying a windows logon background to "%windir%\system32\oobe\info\backgrounds\backgroundDefault.jpg" Made an entry in computer configuration - Windows Settings - Files to do the copy and am recieving event ID 4098 with error code 0x80070005 in the eventlog on the win 7 client. Specifically put it in computer configuration because users has no access to copy to that folder. any ideas as to what may be the cause?
