Have you tried Bridging the connections?

It works for me, my Windows 7 getting internet wirelessly from router, my pc is ethernet connected to the Windows 7 and i bridge the two connection and works. If you Windows 7 is LAN connected to you router/modem tri bridging the two LAN connections as i don't have two LANs to test sorry.

Btw, you won't need ICS in this case.
