Windows 7: I am the Administrator but can not do anything.

At this point I'd just take the drive out of the computer, temporarily install it in another computer (or use a USB enclosure so you don't have to physically install it into another computer), and copy all of your important files to the other computer. Once you have everything backed up, install the drive back into the original computer and install Windows again. When you install Windows, make sure you select custom install, and then format the partition where you have Windows.

okay. but i am not really a tech savy person and i can not even perform these functions. i do not have any important file on my computer. secondly, i did upgrade it.

Just a thought. Have you tried logging out, then logging in with the built-in Administrator account? The password would probably be blank (pretty sure that's the default, not sure). If you can, go into Control Panel > Users and make sure your personal account has admin rights.
