I've never seen any software that can make a noticeable and constant difference in net speed.
I can't speak for this specific one but I've tried a good number of them over the years.
Many of them install needless system drivers that later lead to crashes too.

I think it just tries to make the stream smaller and more efficient. I doubt it would have much effect. You would be better off using a fast browser like FireFox or Chrome.

I've seen huge improvement from using certain customized torrent settings for utorrent or bittorrent downloading, but like the others above, have not seen any improvement from tcp optimizers for browsing
