Workgroup sharing

Hello,

I have to do something for school.

We have to make an virtual workgroup in VMware, the thing is, we have got about 6 workstations and 1 of them has to be a fileserver. The problem is i have to share 2 directory's one is called ICT and the other is backup.
Now al the workstations have got 2 users, one is called ICT and the other dosn't mather. the user ICT is a administrator, and the other is just a user. the folder ICT have to be protected for the users but not for the ICT, it would not be a problem if it would be with password, as long as it is protected, and the other folder backup, thats the folder where everybody can come on, without protection, at least in the homegroup then.
So i hope somebody can help me. (im sorry for my English)

and by the way al the workstations are with Windows 7 Enterprise x32.
